It is absolutely true that H1B visa was misused by many consulting firms and impacting the US citizens, and at the same time 100K fees per year for H1B is insane, that is not a right way to fix the abusing the H1B system.
Pretty sure Democrat or Republican understand H-1B visa holders do not make sense when there are so many qualified American job candidates who cannot find jobs.
Now, US companies will just outsource software work to India, and have Indian programmers/engineers send back their work over the Internet instead of having to be physically in the US.
